Reporting to the Director of Operations, the Infrastructure Supervisor is responsible for overseeing the planning, implementation, and supervision of municipal infrastructure projects. This role focuses on the coordination and maintenance of key infrastructure systems, including but not limited to roads and bridges, water and wastewater systems, stormwater, sidewalks, and solid waste infrastructure. The Infrastructure Supervisor will ensure the effective upkeep and asset management of municipal infrastructure, working within approved plans to support safe, sustainable, and efficient operations.
Key Accountabilities
- Supervise the planning and execution of municipal infrastructure projects, ensuring they are completed on time and within budget.
- Coordinate maintenance activities for municipal infrastructure, advising on best practices to optimize performance and longevity.
- Develop and implement work plans for asset replacement, rehabilitation, and capital improvements based on approved studies and reports.
- Maintain and improve operational procedures, systems, and structures to support infrastructure management.
- Provide technical guidance and support to internal departments, external agencies, and the public regarding municipal infrastructure.
- Assist in the ongoing development and implementation of the Municipality’s Asset Management Plan, ensuring adherence to sustainability goals.
- Act as the primary point of contact between the Municipality and Northern Waterworks Operational staff, facilitating communication and coordination.
- Assist the Director of Operations in preparing capital and operational budgets, supporting accurate forecasting and financial management
- Oversee the management and updating of infrastructure databases, including the coordination of inspections, data collection, and the maintenance of GIS and asset management records.
- Supervise assigned staff, such as the Municipal Planner, fostering collaboration and ensuring effective team performance.
- Review and provide input on planning applications, ensuring compliance with infrastructure needs and standards.
KNOWLEDGE, SKILLS & TECHNICAL ABILITIES
- University Degree in Civil Engineering or an advanced Diploma in Civil Engineering Technology.
- Current certification, in good standing, as Professional Engineer (P.Eng.) with two (2) years of municipal engineering experience, or as a Certified Engineering Technologist (C.E.T.) with four (4) years of municipal experience.
- 5-7 years of experience in municipal infrastructure supervision.
Strong technical knowledge of municipal capital works and related functions - Knowledge of the Class Environmental Assessment process, Ontario Provincial Standard Specifications (OPSS), Environmental Protection Act, Safe Drinking Water Act, Ontario Water Resources Act, Municipal Act, Construction Lien Act, and Occupational Health & Safety Act.
- Excellent communication skills, interpersonal and presentation abilities.
- Strong analytical, problem-solving, and decision-making skills.
- Ability to work effectively as a team and independently.
- Expertise in municipal infrastructure systems (roads, water, wastewater, stormwater).
- Proficient in asset management for infrastructure maintenance.
- Familiarity with GIS and infrastructure management tools.
- Knowledge of relevant environmental and safety regulations.
- Proven track record in team supervision for infrastructure projects.
- Experience in project coordination, including scheduling and resource management.
- Skilled in infrastructure inspections and evaluations.
Workplace Requirements and Conditions:
This position works a variety of hours for meetings outside of standard business hours, including extended hours when responding to emergency incidents.
